Sergey Bortnik arrives in the large provincial city under the guise of a new state fisheries inspector. In fact, he is an investigator for particularly important cases of the Investigative Committee. Here Bortnik meets his old love Liza, now the wife of the local oligarch Zbruev, a friend of his youth. But Bortnik did not come here to arrange his personal life.
