Hajime Onchi is leader of the committee for Labor Union of National Airline NAL. He and vice-leader Shiro Gyoten are demanding NAL to create better working conditions. The current work conditions are very poor that fatal incidents are just a matter of time. Safety has always been Hajime's concern, but he has been demoted to a remote location abroad, while Shiro breaks away and joins NAL's management for career purposes.Hajime Onchi returns to Japan once an airplane crash happens involving NAL and faces the grieving bereaved families. To revive NAL, Masayuki Kunimi becomes president of NAL and his first move was to call Hajime to investigate the widespread corruption within the airline. Hajime soon encounters former friend and ally Shiro, which tries to block his investigation
